RFP-Financial Services Contractor

Request for Proposals: Financial Support Services

Originally posted January 22, 2022; revised February 23, 2022 to break project into two parts that may be bid on separately. Contractors may provide proposals for one or both parts.

Proposals will be evaluated when submitted.

General Description

The independent contractor will provide consulting and clerical support related to accounting and financial reporting needs of Siuslaw Vision, a 501(c)(3) organization. 

General Qualifications and Requirements  
  • Accountant or bookkeeper with familiarity in nonprofit accounting practices

PART #1 – One-time Tasks

  • Work with Siuslaw Vision Treasurer and Coordinator to develop organization budget structure. It has previously been set up as a grant project budget, but now needs to reflect 501(c)(3) status and diverse revenue streams. 
  • Recommend and help develop appropriate expense tracking for various revenue streams (grants, contracts, sponsorships, community donations).  
  • Provide training for Siuslaw Vision Treasurer and Coordinator in above developed processes. 
  • Maintain appropriate confidentiality of financial and other Siuslaw Vision information and data.

PART #2 – Ongoing Tasks

General Duties and Responsibilities

  • Reconcile Siuslaw Vision checking accounts on a monthly basis. 
  • Prepare monthly financial statements using standard accounting formats. 
  • Prepare annual financial reports for the Board and Siuslaw Vision funder(s). 
  • Interface with and provide support to the Board Treasurer and Vision Coordinator as needed.
  • Maintain appropriate confidentiality of financial and other Siuslaw Vision information and data. 
Experience and Training
  • Accountant or bookkeeper
  • Proficient in QuickBooks

General Abilities, Skills, and Knowledge

  • Ability to communicate effectively both orally and in writing.
  • Experience preparing and submitting financial reports for an organization. 
  • Ability to use productivity tools like email and to create and store materials in collaborative environments like Google Drive.
Siuslaw Vision Organization Detail
  • Annual budget approximately $150,000.
  • Two bank accounts: business checking and money market; average of 10 transactions per month.
  • Two part-time employees; HR support is contracted with Cardinal Services.
  • Current budget documents or other financial materials available on request.
Proposal Evaluation

You may submit proposals for Part 1, Part 2, or both projects. Proposals will be evaluated based on contractor’s demonstration of required qualifications and capacity to provide the needed services.

Period of Performance

Part 1, as soon as possible: Please provide an estimate of time needed to set up accounts. Questions welcome to coordinator@siuslawvision.org

Part 2, ongoing: Three-month trial, continued for 9 months upon satisfactory performance, and renewable for 24 – 36 months if mutually agreed upon and funding is available to Siuslaw Vision. Services are expected to begin in early 2022.

Place of Performance

Work will be performed on the contractor’s premises using equipment and software provided by the contractor (Siuslaw Vision will provide QuickBooks Online access).


You may submit proposals for Project 1, Project 2, or both projects. Contractor will propose compensation for the required services, including a specific fee for the initial one-time tasks and a fee for the ongoing work. Monthly invoicing and payments are anticipated.
