Circular Action Alliance Launches RecycleOn Oregon to Improve Recycling Across the State

As of July 1, 2025, Oregon’s Plastic Pollution and Recycling Modernization Act (RMA) officially goes into effect after five years of planning and preparation.

The RMA introduces significant changes to how Oregon funds, collects, and recycles packaging, paper, and food serviceware. It also introduces RecycleOn Oregon, a new, trusted source for recycling information.

Over the next few years, local governments as well as recycling and garbage companies across the state will collaborate with Circular Action Alliance (CAA) to update Oregon’s recycling system. Residents and businesses may notice changes in their recycling services, receive updated information about what can be recycled, and learn more about where the materials they recycle end up. The goal is to enable all Oregonians to recycle with confidence and have certainty that their recyclables will find a new life.

“I am excited for what the RMA and RecycleOn Oregon will do for the residents of Florence,” said Florence Community Development Director Wendy FarleyCampbell. “This new program is designed to make it easier to recycle, reduce contamination, and improve our quality of life. Florence is fortunate to already have a robust recycling community, so thank you for continuing to recycle as you have been, and now following the new Recycling Guide information.”

The materials residents can recycle at home, work or drop-off locations in Western Lane County are improving to align with the state’s new Uniform Statewide Collection List.

The changes in the new Recycling Guide include:

  • Gable top and shelf stable cartons (Milk, juice, soups, broth, etc)
  • Pizza boxes with small amount of grease stains (No cheese or food residue)
  • Round plastic containers two (2) inches and larger
  • Clean buckets, pails, planting pots
  • Scrap metal less than 18 inches and pots and pans
  • Plastic twist-on caps must stay on bottles, jugs, jars – No snap on lids

For residents and businesses of the City of Florence and Lane County, there will be no change to the current recycling of cardboard and cartons, paper, plastic, and metal. Glass should still be recycled separately in a glass-only bin or brought to a drop-off site, such as the Lane County Transfer Station, 2820 Rhododendron Drive. All items must be empty and dry, and placed loose into recycling containers. No bagged recyclables. In the future, there will be designated RecycleOn Oregon Recycling Centers or drop-off locations that will accept hard to recycle products, like stretchy plastics, plastic lids and other items.

Residents in the City of Florence, Dunes City, and Western Lane County receive recycling and garbage service through County Transfer and Recycling, www.countytransferandrecycling.com, which will also be sharing information on the RMA’s changes to recycling.

RecycleOn Oregon is the statewide campaign created by Circular Action Alliance (CAA) with help from local governments, service providers, community members and branding experts to help Oregonians understand, engage with and navigate these changes. CAA is leading education and outreach efforts to help local governments and service providers prepare communities for the upcoming updates, which take effect July 1, 2025. The Oregon Department of Environmental Quality selected CAA as the Producer Responsibility Organization (PRO) to implement the Extended Producer Responsibility (EPR) program created by the RMA. Prior to the RMA, accepted recyclable materials, recycling services, and collection options for residents varied across the state. The new law requires producers and manufacturers of packaging, printing and writing paper, and food serviceware to contribute to funding recycling services. That funding will then be used to modernize and standardize recycling across the state.

“Oregon is the first state to implement an EPR law for packaging and paper, which intends to make significant improvements to recycling and help the state meet its recycling goals,” said Kim Holmes, Executive Director of CAA Oregon. “The work done by the state and communities as a result of the RMA will create a modernized system that shares the cost to fund recycling programs, supports innovation and makes recycling easier and more effective for Oregonians.”
